Budget Record Marks 1959 North Carolina Assembly Accomplishments
The 1959 General Assembly balanced a record budget with a 274 million windfall from income taxes to avoid tax increases. It enacted a new Department of Water Resources, a minimum wage law raising pay for about 55 000 workers, mandatory polio vaccination for school entrants, uniform county property tax rules, extended municipal boundaries, and state milk price authority for emergencies. It failed to rewrite the constitution or reform the court system, with court reform plans deferred to 1961.
