North Carolina House backs slow approach to higher ed reform
In Raleigh, House Speaker Phil Godwin endorsed a Senate bill to delay restructuring higher education until 1973 as a study commission would take over. Senator John Burney proposed a 15 member panel to study all facets, freeze new doctorates until July 1 1973, and grant budget powers to the State Board of Higher Education. Governor Scott remained noncommittal as lawmakers weigh the Warren Committee recommendation for a regents system and deconsolidation of the University of North Carolina system.
