Walter Lee Elliott, a patrolman first class since May 16 1936, was reinstated by the High Point Civil Service Commission after ruling Chief W G Friddle’s discharge on June 5 was improper. The panel imposed 400 demerits total, 200 for each of two alleged instances of unnecessary roughness to prisoners, citing Elliott’s prior clean record and policy of demerits for rudeness.
