Canal Treaty Progress Made Says Kissinger
U S Secretary of State Henry A Kissinger said in Santiago that significant progress is being made toward a new Panama Canal treaty and that it will reflect the aspirations of the Panamanian people. He noted two open issues: treaty duration and the area occupied by U S bases in the Canal Zone. The speech also described a regional consultative mechanism for commodity price fluctuations and foreign investments to respect host-country sovereignty. Kissinger travels next to Mexico ending a four nation Latin American tour.
