The Senate voted 51 to 48 to adopt a jury trial amendment offered by Sen. Thruston Morton and rejected a proposal to strike key desegregation provisions. The body also knocked out parts allowing government financing for teacher training and stipends related to school desegregation efforts. Democratic Leader Mansfield voiced cautious optimism about cloture as debate rules were tightened.
Senator Mansfield told President Johnson’s weekly White House breakfast that reasonable men are ready to vote. The vote on Morton’s jury trial amendment split party lines, with 31 Democrats and 20 Republicans for and 35 Democrats and 13 Republicans against. Barry Goldwater supported the amendment, marking the Senate’s first bill-related vote since May 6. The May 6 result had been 46 to 45 against. Morton now argues voting cases should be excluded to expand federal judges’ power against discriminatory registration and voting injunctions.
North Carolina AP The State Board of Elections voted to hold hearings in Madison County on charges of irregularities in the May 30 primary. Clyde Norton, defeated by Zeno Ponder 7515 to 7093, alleged widespread irregularities in several precincts. The date for the hearing was to be set later. Chairman William Joslin noted that all Madison County poll books were involved.
In Great Falls area floods blamed on heavy rain and snowmelt killed eight and left at least 70 missing across northwestern Montana. Bridges and dams collapsed, highways flooded, communications down, with Valier and nearby towns hardest hit. Air helicopters aided rescues as authorities called the disaster the worst Montana has faced.
In Cleveland Gov. George Romney said Richard Nixon urged him to offer a clear choice between moderate Republicans and Barry Goldwater. Romney, who had previously vowed not to seek national office, said any decision would align with past commitments. Nixon noted moderates regrouping behind a candidate as GOP governors debated civil rights action.
In New Guinea, anti Australian Papuans on New Hanover Island form a 2,500 member Johnson Cult seeking to buy President Johnson to govern the island. They boycott head tax and expect U S troops to arrive to assist. Australian authorities deploy police amid a tense stand on this remote Pacific possession.
The International Commission of Jurists cleared the United States of Panamanian charges that U S troops and police violated human rights during the Panama Canal Zone riots last January. It said excessive force may have been used to quell the rioters and sniper fire, and criticized Panamanian authorities for failing to curb the violence. Twenty-two people died and about 325 were injured January 9 to 12 amid disputes over flag display and property damage.
Lord Beaverbrook, Canadian-born newspaper magnate, died suddenly today at his Cherkley home in London. The Fleet Street legend would have turned 72 on May 25.
Raleigh AP House Speaker Clifton Blue urged a second primary with Robert H. Scott of Haw River to decide the Democratic lieutenant governor nomination. Blue trails Scott by about 53,500 votes from the May 30 first primary and notes public demand for a runoff amid concerns over experience and statewide duties.
