Permanent 8-Cent Letter Rate Approved by Commission
The Postal Rate Commission approved about 1.5 billion dollars in higher mail rates, making the 8-cent letter and 11-cent airmail permanent unless the Postal Service Board of Governors acts. Critics from Time Inc urge rates will shrink magazine circulation. The four governor options include approval, rejection, modification, or protest.

False Fire Alarms Plague Charlotte Taxpayers
False fire calls cost Charlotte taxpayers nearly half a million dollars annually. The Fire Department studies options, including removing residential street alarms, as a cost-saving measure. A national model ordinance proposed a $100 first-offense fine and jail for repeat offenses, plus felony charges if a firefighter is injured. Currently Charlotte fines up to $50 and up to five days in jail for willful false alarms. In four months this year 634 of 772 street alarms were false. 90 of 1,347 telephoned alarms were false.
