Party Rule Forcing Democratic Vote On Relief Bill

The House debate split largely along party lines as a party rule presses Democrats to back a war relief bill. A caucus vote stood 123 to 18, with 219 Democrats potentially aligned against or unable to block the plan. Republicans hold 211 seats, not enough to kill the bill but sufficient to derail the plan for quick passage with minimal debate. The bill contemplates 100 million in direct relief, 100 million to expand the Reconstruction Finance Corporation, and 1.32 billion for a broader federal works program, with Senate mood aligned closer to Hoover on relief loans and RCA loan powers.
