In Washington, Rep. George Mahon urged quick approval of a $38,031,561,000 defense appropriation for the new fiscal year. He warned that the nation must show greater determination to meet the space and cold war challenges, not merely keep up with rivals.
The House approved unanimously a bill to create a civilian space agency. The Senate Space Committee plans closed-session work this week. NASA would be led by a $22,500 yearly civilian and absorb NACA. The President settles disputes over space projects and the act requires public nonsecurity information.
Premier Charles de Gaulle, wielding sweeping powers, summoned Gen Raoul Salan from Algiers to discuss Algeria and the army. Salan fledgling authority in Algeria is confronted as De Gaulle moves to draft a new constitution and set a timetable for the National Assembly’s adjournment. The Senate backed the emergency measures 256 to 30, reinforcing De Gaulle’s grip as he prepares for a public vote.

In Greensboro two men Emanuel Upshaw and Elbert Spencer Smith pleaded guilty in the Middle District Court to an $18 426 bank robbery at Stokesdale Commercial Bank. Evidence may be heard today as counsel were appointed. Police recovered nearly all the money after Upshaw used a sawed off shotgun and fled, planning a meeting with Smith.
Phillip Merrill Whichard pleaded guilty in the Middle District Federal Court to robbing a Greensboro branch bank at gunpoint on January 21. Whichard, a Durham resident and father of five, told the judge he would not hire counsel to preserve money for his family. about $17,000 of the loot was recovered.
A North Carolina Bar Association study reports 6179 criminal cases awaiting trial in 1957 across 96 of 100 counties with 1809 felonies and 4370 misdemeanors. The project by Chapel Hill’s Institute of Government and 42 lawyers details docket ages from three months to over six years and notes increased risk of compromised justice as cases age. The report, mailed to 2600 lawyers, will be presented by J Spencer Bell at Myrtle Beach on June 13.
