President Kennedy informs the nation by radio and TV that the pact among the United States Soviet Union and Great Britain to ban nuclear tests will not threaten U.S. security. The House and Senate face a two thirds vote to ratify and public backing could sway key lawmakers.
Syncom 2, a three stage 90 foot Delta rocket, lifted from Cape Canaveral to place a 147 pound satellite in a 22 300 mile high orbit. The craft aimed for a nearly circular path over northern South America and the Caribbean with final injection by a solid fuel motor. Officials warned it would take hours to confirm a successful orbit after the timing sequence. Syncom 1 reached a near synchronous orbit last February but failed due to power loss.
A 2 hour conference in Enterprise aimed at stopping mass marches by Negroes ended inconclusively. Negro leaders will present white proposals to a mass meeting tonight to decide whether to resume protests. Mayor Floyd Mehan said progress was made. CORE leaders objected to the continued presence of ousted attorney John Langford on the biracial committee. Langford disputes CORE leadership claims and advocates a less militant approach.
Gov. Terry Sanford praised North Carolina residents for handling racial issues with good sense. He noted demonstrations have eased after the July 3 Good Neighbor Council meeting and that mayoral meetings improved communication. He stressed the issue is about human relations, not party politics. Sanford spoke after returning from the National Governors Conference in Miami.
