Washington outlines the vast range of veterans benefits from the GI Bill to education housing loans and life insurance. The program targets five million eligible veterans in its first year with education aid projected at over 327 million dollars and total yearly costs near six billion.
Police in helmets used billy clubs and tear gas to scatter about 300 Negro protesters outside Grenada County Jail while 100 white onlookers jeered. Civil rights leaders planned new actions including a swim-in and read-in in the town between Jackson and Memphis.
Washington AP reports airline strike talks reopen with AFL CIO Machinists chief Joseph Ramsey accusing carriers of stalling for profits. Union seeks about 53 cent hourly raises over three years while airlines offer 30 cents and a federal emergency board backs 44 to 48 cents. Johnson briefed as talks continue with labor and airline officials shuttling between rooms.

Viet Cong shot down three American helicopters in South Viet Nam, killing four U S and nine South Vietnamese soldiers. Two more U S jets were lost in the air war. A Navy fighter-bomber became the 285th plane lost. Bombing hit an oil storage depot near Dien Bien Phu. Ground fighting quieted with light patrols. 238 guerrillas dead in jungle action near Saigon as U S 1st Infantry Division pressed decoy tactics. Navy aircraft destroyed or damaged 20 trucks near Thanh Hoa.
Washington Republicans unveil six measures to reform the United Nations including a 1000 man tech and expert emergency peacekeeping brigade. The plan, from the Republican Coordinating Committee, accuses the current administration of weakening U N leadership while affirming selective U N usefulness for easing tensions and advancing policy.
