Open Meetings Violation Ruled Open Meetings Violation
Superior Court Judge Frank Snepp ruled the Charlotte-Mecklenburg Board of Education violated the spirit of the open meetings law though jail for board members would be foolish. He ordered the board attorney and journalists to draft guidelines on secret meetings and urged cooperation to avoid costly litigation. He warned the press and board tensions could grow bitter while noting concerns over executive sessions in public business. Board Chairman William Poe defended the board as conscientious and said meetings on employee discharges and transfers could be closed legally, but Snepp said public interest requires openness.
