It develops plans, makes recommendations, and promotes efficient use of health facilities, new construction driven by need, and avoids duplication of services. The council is non political and reports to the public. Its purposes include improving health service quality and distribution, researching needs for hospitals and nursing homes, measuring financial requirements, expanding resources, and maintaining a flexible plan for hospital and facility improvements while interpreting services to citizens.
