Kennedy Outline Aims For 4.5 Percent Growth And Tariff Breaks
President Kennedy sent economic and trade messages to Congress proposing a 4.5 percent growth target, a $600 billion GNP by mid 1963, lower unemployment, and a standby program of tax cuts and public capital projects. He called for authority to negotiate tariff cuts up to 50 percent and tariff eliminations on some products to boost employment and consumer benefits. The announcements followed merger plans for American Airlines and Eastern Air Lines and a larger rail-system consolidation. Automobile and steel output remained high with GM reporting 1961 earnings of 893 million dollars and strong weekly car production and steel shipments at elevated rates.
