North Carolina counties face uneven compensation for county officers with officials on fee bases hard to gauge and many now on fixed salaries. In Carteret and Lenoir, school superintendents top sheriff and clerk, with state scales from 4374 to 6900 and local supplements pushing some above 8000. Critics warn that local supplement plans echo pre 1929 patterns and may demand reform while highlighting public good done by unions and civic groups.
