City claims right to issue bonds for electric system
The city asserts authority to issue bonds for an electric system while admitting the power company is a taxpayer. It denies selling power to residents for years and challenges the company's franchise rights, alleging city plans to compete via a hydro electric arc.
Power project details cited in High Point case
The city disputes the framing of a 1909 franchise and asserts plans to build a local power plant funded by a federal grant not exceeding 2.595 million and revenue bonds of 3.17175 million. It admits a separate city electric system and that the plant would serve residents with lights and current, while denying several legality and funding assertions.
