Federal rules tighten use of informers in drug cases
Attorney General Edward H. Levi announced strict new DEA informer guidelines to start January 31. The 15 page rules require frequent supervisor reviews, background checks for lengthy use, notice to local authorities if an informer commits a crime, and early reporting to federal prosecutors to improve prosecution effectiveness.
