Simla Jan 15 The Indian government tests conditional sentence remission and Mesopotamian labor for well behaved short term prisoners. Thousands more volunteers are expected, with wages higher than average and a month’s bonus upon completion. pardons await if conduct stays satisfactory. Prisoners are organized and treated much like free labor corps, but with closer warder supervision.
