In Raleigh AP reported the North Carolina Senate and House rejected a seat numbering proposal for counties with multiple legislators. Voters would have picked from numbered House and Senate seats. now multi member counties vote at large. The measure died in the Senate after debate.
The unprecedented multimillion-dollar subway and bus strike in New York City ended just before dawn on day 13 as mediators reached terms. Up to 3.5 million workers faced commute chaos with 3,206 buses back in service and a restored subway segment, while officials pegged the contract at about 52 to 70 million dollars.
AP dispatch notes President Johnson burying a 10 word proposal to seal down the war in Southeast Asia without cease fire. He offers to de escalate if the Communists reduce force while aiming for a conference and possible peace talks. Johnson also pledges to withdraw troops once South Vietnam secures its future.

Vietnamese and American advisers suffered heavy losses when a large guerrilla unit ambushed a South Vietnamese battalion near the Crimp operation area at dawn. The clash occurred as South Vietnam prepared to observe Tet with a three day cease-fire, with possible pressure to extend it. Viet Nam Press reported the plan for a three day observance ahead of the lunar new year.
Soviet official Alexander Shelepin arrived in Peking for talks with Chinese leaders after a week in Hanoi and a 24 hour stopover. The journey followed President Johnson's State of the Union pledge to defend South Vietnam while seeking peace overtures. Japanese Kyodo noted Chinese observers dismissed Johnson's peace offers and signaled interest.
The Soviet news agency Tass reported a cautious Western reaction to President Johnson's Viet Nam address. Johnson said the war might be protracted yet intends to continue for months or years. Tass noted no indication of progress toward peace talks with North Viet Nam and quoted Shelepin's North Viet Nam visit without urging negotiations.
Washington AP reports President Johnson asks Congress to reimpose excise taxes on autos and telephone use and to raise paycheck withholdings without a general rate rise. He seeks faster corporate tax collections to fund Vietnam war and domestic programs, predicting over 4 billion dollars annually. House hearings likely next week amid mixed party support.
