Leapfrogging Skybolt Biggest Defense Gamble

President Kennedy and Defense Secretary McNamara gamble that the United States leads in intercontinental missiles and will avoid a full nuclear war in 10 years. They shelve Skybolt and delay RS70 and Nike Zeus while seeking breakthroughs to leapfrog defenses with new systems. If wrong, the U S faces major defense and offense loopholes including naked vulnerability to ICBMs and limited strike capability.
