Dense fog reduced visibility to near zero across the North Carolina Mountains and Piedmont this morning, stopping air traffic and forcing drivers to move slowly. Officials expect the fog to lift by midmorning while a mostly cloudy pattern with a 20 percent rain chance remains through Wednesday, followed by cooler conditions and possible showers later in the week.

Bethlehem Announces Steel Price Increases Across Sectors

Bethlehem Steel Co, the nation’s No.2 producer, announced price hikes on construction and shipbuilding steel, with rises of 11% to 13% totaling about 40.085 cents per hundredweight on piling structures and carbon plates. The move ends a year-long no-change policy and may later push consumer costs higher, though effects on autos and machinery steel are excluded. West Coast and national industry observers note the price rise could influence contracts and wage settlements, as unions seek higher pay post 45% rise at GM and ongoing talks affect steel pricing.

Controls Over Fuel Pesticides Urged for Environment Plan

President Nixon is urged to propose a tax on sulfur content in fuels, tighter pesticide controls, and a toxic materials permit system. The ideas, from the President's Council on Environmental Quality, aim for the February Congressional message but lack White House approval. Pesticide and toxic-substance plans are favored to survive existing law, with a federal pesticide permit framework and earmarked revenue for environmental programs. The sulfur tax would start at about one cent per pound of sulfur in coal, rising to ten cents in five years, with proceeds tied to emission controls and cleanup.
