The measure raises increases to 30 percent for those earning 1200 or less, 25 percent for 1200 to 2700, and 45 dollars monthly for 2700 to 6600. Governor Cherry urged 20 percent emergency increases in his message. Oscar Barker of Durham pushed the 25 to 30 percent amendment amid heated debate.
