Saigon Vice President Nguyen Cao Ky denies authoring a peace plan to split talks into three sections with North Vietnam and Viet Cong. Reports say Paris discussions considered a three part format, with Saigon Hanoi and Saigon NL fronts to meet separately. Ky insists he only advanced ideas approved by President Thieu.
