In Bayonne France Jan 5 spokesmen for Basque captors of a German freighter Palos say Spain has refused a three day German Koenigsburg ultimatum in Valencia. They warn of grave consequences if Germany interferes with Spanish shipping. The demand sought release of sequestered cargo and an interned Spaniard.
North Carolina's 1930s legislature opened with aims to raise record state revenue while facing a heated liquor bill fight. Gov elect Clyde Hoey and Lt Gov designate W. P. The House re-elects Speaker William B Bankhead and names its other officials. Tomorrow in joint session the two houses will count electoral votes and hear President Roosevelt deliver his annual message.
Representative Sam Rayburn pledged full cooperation with President Roosevelt's legislative agenda after winning the House floor leadership vote. The 53 year old Texan, starting his 25th term, will guide the 332 Democrats and anticipated a five month session. He defeated John J. O'Connor 184 to 127, who later urged unanimity.

In Bilbao Spain on January 5 five German pilots were killed when their planes were shot by government guns as the Defense Committee reported Adelmann a Basque spokesman said a sixth pilot who bailed out and landed safely with a parachute was taken prisoner.
