Sherrill proposed in Washington that the U S give up the Philippines in exchange for European colonies south of the Americas, arguing it would honor Monroe Doctrine aims, ease European entanglements, and strengthen Pacific peace while defending the Panama Canal. He linked the idea to Pan American mediation and warned against protecting China’s open door only in rhetoric.
