Governor Sanford said he does not favor capital punishment in general and is not inclined to advocate abolition now. He argued deterring power is limited and the trend is moving away from capital punishment.
Robert Paxton retires as General Electric president due to major surgery and convalescence. Ralph Cordiner assumes the presidency and resigns as National Business Advisory Council chair. Paxton had served 37 years and will not seek re-election. a new GE president will be elected at the April stockholders meeting.
In Rabat the new King Moulay Hassan, 31, consolidates power with heavy security around Rabat and other cities as funeral preparations begin. Officials report the late King Mohammed V died after a minor operation when his heart failed. Leaders including Kennedy and de Gaulle sent condolences.
Newark hearing before a Senate subcommittee heard Joel R. Jacobson and Louis P. Marciante blame plant relocation to low wage Southern regions for New Jersey’s high unemployment. They urged federal minimum wage rises, unemployment standards, and a nine state regional conference to coordinate action.
Paris AP Tunisian President Habib Bourguiba and French President Charles de Gaulle opened private talks at Rambouillet to outline steps toward a peaceful settlement of the Algerian rebellion. Bourguiba arrived with full security as thousands guarded the chateau area and a formal round-table session was planned with Debre and others.
President Kennedy told leading Democrats he expects an upturn in the economy to keep next year’s budget deficit near 1.5 billion while administration officials foresee higher revenues from a midyear pickup. Byrd and other lawmakers question the growth outlook and warn against unbudgeted spending, even as defense outlays rise to fund missile and airlift expansion.
In Corning New York 14 year old Michael DeMunn was last seen drifting down the Chemung River on an ice floe after breaking from Post Creek. His companions Thomas Farrell and Stephen Tuma both 14 were rescued after tumbling from the floe and clinging to trees as floodwaters carried them toward Elmira.
A 21 year old mother Jeanette Christine Higgings bound to Superior Court on two manslaughter charges after two children aged three and two suffocated in a smoke fire at Happy Hills housing. She waived hearings and bonds set at 4000 dollars. She left for an all night date after placing a smoldering mattress in the bathroom. The fire was found around 2 a.m. by neighbors. The mother had been married in 1960 and separated from her husband. She received 90 dollars a month in welfare and another daughter lived with relatives in Lexington.
United Nations officials in Leopoldville report assaults on personnel amid Lumumbist advance. A woman civilian staffer was forcibly removed from a car and assaulted by two Congolese soldiers, while four Canadian troops were beaten after being ordered to run barefoot. The U.N. warned it will respond with full force.
The Associated Press reports swollen rivers flood the South leaving 10000 or more homeless across Alabama Georgia and Mississippi. At least 12 dead with millions in damage and governors seeking federal aid as evacuations reach 3240 in Alabama and 3600 in Mississippi.
Former President Eisenhower repudiates a Mundt newsletter asserting he criticized the Kennedy administration. In a Palm Springs conversation Mundt relayed private views. Ike says the account misstates his opinions and regrets the publication. He declined to judge his successor's performance.
UNC trustees urge higher pay to stop ongoing losses of faculty and administrators across Chapel Hill NC State College and Woman's College. They report 427 exits in a decade and seek budget boosts and capital improvements to compete.
Arthur J. Goldberg secretary of labor says finding jobs for 26 million entrants in the next decade is the nation’s No 1 domestic problem. He spoke at a banquet in Miami Beach hosted by AFL-CIO leaders and noted half of the new vacancies arise from death and retirement. He urged passage of Kennedy’s unemployment aid and praised Congress for speeding up action.
