The six day old city employee strike in Houston involving 700 workers ended after workers walked out in support of higher wages. Mayor Otis Massey planned a city council meeting at 12 30 pm eastern to endorse a labor settlement.
Edwin W. Pauley said he would take under advisement a suggestion that he request withdrawal of his nomination for undersecretary of the navy. Senator Saltonstall posed the question during naval committee hearings as critics from both parties questioned Pauley's selection. Pauley declined to answer when urged to decide if he would withdraw if charges against his character were unfounded.
Troops guarded ballot boxes in Buenos Aires while federal boards led a preliminary tally of votes from Sunday’s general election. The capital’s count was about one quarter complete after day one, with districts checked. No result expected for about a month unless a landslide occurs. Supporters of Juan Peron and Jose Tamborini claimed victory. The tally compares sealed envelopes to registered voters.
After a brief return to duty with full civil service rights, city employees faced ongoing labor strife as strikes pressed toward a million idle workers. In New York a looming transit walkout threatened, with CIO union seeking a $2 daily wage rise and union rights, while AFL and civil service groups hesitated to join.

A new volcanic isle has risen 200 miles south of Yokosuka, reaching 50 feet high with a growing peak and smoke puffs as American naval officers report.
An approaching storm centered in eastern Ohio was forecast to bring rain or snow showers across the northeast within 24 to 48 hours. Temperatures near the storm rose south of the center while the southeast was expected to enjoy milder conditions.
In Durham on February 25 45 naval ROTC graduates at Duke University received degrees and commissions. Representative Graham A Barden of North Carolina delivered the principal address. Dr Robert L Flowers Duke president conferred degrees and Captain A N Kowalzyk USN head of the Duke unit presented commissions.
Paris reports the French government orders the Franco Spanish border closed at midnight March 1 citing international security danger. Foreign Minister Georges Bidault explained the move as tensions rise after a Madrid court martial convicted 37 people for attempting to recognize the socialist party amid Spanish civil strife.
The British foreign office instructed Sir Victor Mallet to prepare a full report on the execution of Spain’s anti Fascist leader Cristino Garcia. A spokesman said there is no reason Britain would break relations with Spain.
The cabinet communique says the present Spain situation endangers international security. In December France asked the United States and Britain to discuss severing ties with Generalissimo Francisco Franco. Bidault met Bevin and Byrnes while leading France’s delegation to the first United Nations assembly in London to discuss results of these talks.

The dispatch from Germany notes Reichsmarschall Hermann Goering in the dock facing crimes against humanity. The correspondent recalls Goering's bold persona from Munich and Berlin, his World War I reputation, and compares him to the famed Baron Richthofen while hinting at the looming fate of Hitler's circle.

Reports from Chengtu note a one day student protest strike. The People’s Daily cites fighting between government and communist forces at Changwu and Faku near Mukden.
In Columbia Tennessee at dawn 100 state patrolmen and 400 state guardsmen moved into the Mink Slide district after a night of disorders that left at least 10 injured and led to more than 60 arrests. Ring leaders were among those seized, with weapons and whisky found at the raid site. Officials considered martial law as rounds continued in the district.
Haywood Duke of Greensboro was re elected president of the North Carolina hotel association at the annual convention. Officers include A N Greene of Charlotte as vice president and R B Curran of High Point as secretary treasurer. Directors named or re elected are B B Nicholson S L Myers J H Enwright George Serrett Preston Pitts W G Tennille. Meadows named ex officio, Ehringhaus retained as legal counsel, Miss Tommie Watlington remains executive secretary.
Moscow reports the army navy and air force are merged into a single Soviet armed forces commissariat under Generalissimo Stalin. The decree names Stalin peoples' commissar and supreme commander in chief, with the navy and defense offices reorganized accordingly.
