North Carolina House Debates Complete Constitutional Revision
Rep Francis Winston of Bertie proposes a full constitutional revision rather than amendments to address taxation. The plan calls for a special 1928 session if needed, using Supreme Court staff for drafting, then a new session to decide a public vote in 1928 and implementation in 1929 1930.
