Three Years Of Nonmilitary Service Suggested By Hebert
Washington AP reports Rep Edward Hebert chair of the House Armed Services Committee proposed conscientious objector status for young men who demonstrate sincerity with three years of nonmilitary service. Hebert says the plan would not punish COs and argues it could extend drafts to attract volunteers. The Defense Department asks for 2100 doctors and dentists to be drafted this year due to few medical graduates volunteering. Beginning July 1, 1581 medical doctors 77 osteopaths and 536 dentists are slated for draft. Hebert advocates a broader all-volunteer Army by 1973 and says the only way to reach that is drafting if necessary.

Tax Distribution Vote Sparks Local Sales Tax Debate
Raleigh AP reports the legislature advanced a bill to immediately distribute about 4.1 million dollars to 25 counties that levied a one cent local sales tax ruled illegal. The Senate concurred with a House amendment extending repayment to vending machine operators and the Revenue Commissioner would reserve roughly 2.5 million for claims against the state.

North Carolina Districting Bill Advances in Legislature
The Senate passed a substitute districting bill proposed by the Congressional Redistricting Committee with only Sen. Hargrove Bayl es dissenting. The plan shifts 10 counties into new districts and targets a population deviation around 1 per cent, with districts ranging from 471,777 to 484,275.
