Seattle police faced a chaotic Fat Tuesday in Pioneer Square with as many as 50 000 revelers. A 22 year old Seattle man Craig Millar died early Sunday from a brain hemorrhage after witnesses say he lay unconscious as four men tried to rouse him.
Trappers and animal protection groups sparred in Raleigh as the Senate Wildlife Committee weighed limits on steel leg traps for small wildlife. The bill would restrict trap size, require jaw padding, add a shock absorber, and bar bait on traps, with action postponed to next week. Fran Asher showed a maimed dog from a trap to illustrate harm.
An inquiry by the county Board of Commissioners followed a dispute over a Mental Health Center report. Taxpayers may sue to access public documents, while press and others push for transparency. Also noted are eye glass donations and a school bus harassment issue with a new 24 hour relation line at High Point schools.
The Daily News of Dar es Salaam reports Ugandan President Idi Amin personally shot Anglican Archbishop Janani Luwum during interrogation in Kampala. It says Amin killed the archbishop after refusal to sign a confession and then dumped Luwum’s body in Lake Victoria with two ministers.
The first winter storm drenches the parched West, with more on the way after a high pressure ridge moves to Baja California. Forecasters caution the rain may not fully end the drought but could aid water supply. Sierra Nevada snow and rain reach Marin County where rationing has been in place since February.
President Carter proposes a 19.4 billion increase to Ford's 1978 budget aiming to aid the needy boost growth and begin his programs. He seeks hospital price controls and expands spending on education housing and energy while trimming defense.
The Senate Foreign Relations Committee approved Paul C. Warnke as director of the Arms Control and Disarmament Agency and as chief U.S. SALT negotiator. The votes were 15 to 1 and 14 to 2, with Sen. Danforth voting against both and Griffin opposing only the SALT post. Warnke warned that Soviet buildup could endanger U.S. position if trends continue.
