An Arab guerrilla group claimed credit. Swiss officials and the Israeli government called the act criminal. A similar blast hit an Austrian mail plane en route to Israel.
A 15 member presidential commission urged eliminating the draft next year and returning to an all-volunteer armed forces. It backed swift pay increases and reforms, including open-end enlistment terms and a standby draft for emergencies.
Laotian government garrison of 1,500 at Xieng Khouang was routed by 6,000 North Vietnamese with tanks. More than 500 defenders killed or missing as the Plain of Jars fell under enemy control, while U.S. air power supported the Laotian forces and northern troops concentrated 20,000 in the area.
