President Johnson urged Congress to set a far reaching goal of building 26 million new homes and apartments over the next decade as the centerpiece of his Crisis of the Cities message. He proposed a housing and urban development act to replace six million substandard units and to fund about 2.34 billion in contracting authority in five years. He also floated flexible FHA rates and a federal state industry program to reinsure high risk city property insurance through a national insurance development corporation.
Nixon strategists see California Governor Ronald Reagan forming a standby presidential campaign organization led by F. Clifton White. White’s associates have attended GOP meetings nationwide advising caution on committing in the Republican race. White is working for Reagan’s California delegation which he will head as a favorite son.
President Johnson may offer Henry Ford a federal post after meeting at the LBJ Ranch to discuss the National Alliance of Businessmen plan to create 500000 jobs for hard core unemployed. Ford's Detroit employment stance fuels speculation of a White House role.
A House Armed Services subcommittee urged stepped up U S military action in Vietnam saying the war cannot be won defensively and that slow progress has prodded North Vietnam toward rejecting peace talks. Chairman Porter Hardy Jr said all routes into South Vietnam should be closed if needed. Harold Brown urged continued bombing as he sought 29 billion dollars for the Air Force.
Black Power advocate H Rap Brown remained jailed as attorney William Kunstler seeks bond reduction after a new charge for intimidating an FBI agent. Brown warned the agent during a courtroom recess and vowed a hunger strike while facing travel restrictions and firearm charges.
