Nuclear powers clash over how to police treaty
At the 17 nation disarmament talks in Geneva the United States and the Soviet Union told the European Common Market nations they cannot police their own compliance with a proposed nuclear weapons treaty. West Germany and Italy with France backing Euratom seek on site supervision, while the U S and USSR favor IAEA led controls. France stays out of the talks. Foster indicated a compromise with Euratom is needed but IAEA must enforce safeguards to prevent diversion of peaceful nuclear products to military use.
