Feb 20 Essen Germany shows a city shattered by Allied bombing still alive with 365000 residents. Many live in cellars or huts built against ruined houses while salvaging bricks to endure cold and rain as reconstruction drags on for decades.
Washington Feb 20 courts are divided on the veteran’s right to his old job in the so called super seniority issue Maj Gen Lewis B Hershey selective service chief said in a prepared statement. Some decisions grant absolute reinstatement for one year if jobs exist others hold veterans not entitled to continuous work after reinstatement if seniority would have them laid off. A circuit court of appeals ruling is awaited for guidance. Thousands request help finding jobs back but under 300 have progressed to court action. Hershey’s office and the justice department say the law allows return to former position even if it displaces a non veteran with exceptions for handicapped workers or business closure. The term super teniority is a misnomer since veteran seniority accrues during peacetime and is not the employment preference.
In Washington the House Banking Committee weighs Truman’s housing push to back 2.7 million new homes with 1.6 billion dollars in federal backing. The panel considers increasing FHA mortgage insurance authority by 1 billion and a 600 million subsidy to lift scarce building materials production. In Detroit Henry Ford II says Ford applied for no postwar price relief since OPA ceilings began, disputing Bowles’ figures.
Lloyd's register shows British shipyards launched 325 merchant vessels totaling 898,238 tons in 1945. By year end 1,612,810 tons were under construction with 2.03 percent built for foreign owners. Most ships served British or Irish interests, 316 of 325, all steel, averaging 2,764 tons.
The atomic bomb test force today added six ships to its target fleet, bringing the total to 92 vessels to service the project. Most of the new additions are amphibious craft and small merchant-type vessels, with no changes to the original combatant ships list.

Navy Secretary Forrestal testified before the Senate naval committee that in early 1945 he told Edwin W. Pauley he must relinquish all business activities if he joined the navy. He noted Roosevelt’s initial suggestion of Pauley for a navy post and his own preference for H Struve Hensel, but endorsed Pauley after a vacancy arose if Pauley could show necessary capacity and intelligence.
U S Consul General Howard Donovan said a note from Rear Admiral A R Rattray of the royal Indian naval commander in Bombay expressed sincere regret over the burning of an American flag during a demonstration by Indian naval seamen yesterday in Bombay February 20 19.
A three year old girl in Memphis suffers extreme thirst from diabetes insipidus and must receive daily injections of vasopressin. Doctors say she is the youngest known victim, and funds from locals will finance treatment at Johns Hopkins or Mayo Clinic. The child cries for water if the injection is late.
Washington reports indicate O. Max Gardner former North Carolina governor and U S Treasury candidate will be confirmed without controversy. Gardner, ex governor 1929 33, now chairs the War Mobilization advisory panel and succeeds Daniel Bell who resigned last year to head American Security and Trust. Detroit February 20 negotiations between General Motors and the CIO auto workers scheduled for 2 pm EST continue amid a 92 day strike. Special Federal Mediator James F. Dewey relayed Secretary Schwellenbach's plea to extend talks as long as necessary, but both sides declined.
Schwellenbach says wage-price policy hinges on prompt federal action with assurances from agencies that requests for price relief will be considered. An OPA official noted blanket approvals of pre Feb 14 pay raises may flood applications but many increases came from firms still earning 1936-39 profits.
