Reports say scattered insurgent bands challenge Fidel Castro as the regime relies on a militia dominated force. In Las Villas Province’s Escambray Mountains the government arms total about 50 militiamen facing rebels, though Castro’s grip remains strong over Cuba’s six million people.
An undated letter from a relative of an Escambray rebel describes insurgents cut off by government troops and at risk of liquidation unless they link with main forces. A military observer cautions disorder among Castro’s militiamen, with some foraging for food. In Havana, moves threaten nationalizing private schools to curb anti-Castro activity as the Dutch West Indies limit escapes by requiring police landing cards to Curacao or Aruba for Cubans seeking visas.
Kennedy administration supports arming U.N. troops in the Congo to block outside arms and troop flows. President Kennedy and Secretary Rusk press rapid action to isolate the Congo, deter Soviet intervention, and back Kasavubu while global powers clash.
Discoverer XXI launched from Vandenberg Air Force Base shot into orbit after restarting its Agena-B satellite engine on signal from the ground. Maj. Gen. O J Rutland said the test aimed to perfect in orbit stabilization and control with no recovery planned. The restart capability could enable speed changes and maneuvering to dodge threats or intercept enemy missiles.
Ghana's President Kwame Nkrumah proposed that a new all African United Nations command take over Congo operations, disarm Congolese troops, free political prisoners, and convene Parliament while foreign diplomats exit. He asked Secretary-General Hammarjkjold to circulate the cable to the Security Council as it adjourns for the weekend. The U N Advisory Committee on the Congo urged a coalition federal setup under Kasavubu’s government based on the current premier Ileo.
A flight engineers strike against six major airlines disrupts travel nationwide with cancellations and delays as courts issue injunctions. President Kennedy urged a 60 day cooling off period while a federal panel studies the dispute and Pan American engineers are ordered back to work. Ron Brown defends the protest as a response to the Federal Mediation Board ruling.
Durham High Point businessman Robert K Latta was chosen as one of three North Carolina outstanding men of the year by the North Carolina Junior Chamber of Commerce. The High Point Peoples Loan Service Inc manager, 29, was honored at a winter meeting banquet with winners from Fayetteville and Wilson for community service and civic involvement.
Bertrand Russell, 88, launched a sit-down protest against Polaris and nuclear weapons outside London's Defense Ministry, drawing about 5,000 to Trafalgar Square after marching from Marble Arch. In Glasgow, over 7,000 demonstrated against the base, totaling around 12,900 participants. Police placed no arrests as orderly crowds filled Whitehall.

A 20 year old woman Janie Lou Kearns Hinkle hanged herself in the Davidson County jail shortly after 5 30 p m on drunkenness charges. Dr W G Smith acting coroner ruled death self inflicted by strangulation around 5 45 p m. She fashioned a rope from torn mattress cover and had been brought to the jail from the county. She resided at 517 Columbia Dr Tampa Fla and had traveled to Lexington for her brother's funeral.
