Ice Flood Threatens Richmond Waterfront On James River

Thousands of tons of ice floated down the James River from Lynchburg to Richmond threatening further damage to the waterfront. The river spiked to 17 feet, breaking ice, sinking a tug, grounding a 2,000 ton steamship, and sweeping a gasoline tanker downstream.
