North Carolina lawmakers on the joint finance committee heard assurances that welfare payments will be funded for 1961-63. D. S. Coltrane outlined the budget while Rep. B I Satterfield questioned past shortages in old age assistance.
In Sumter South Carolina a charter pilot and a WSOC TV photographer were arrested while trying to photograph a Negro sit in demonstration. They and three demonstrators were charged with breach of the peace and jailed in lieu of $100 bond. The two Charlotte men are George Carras 36 reporter cameraman WSOC TV and Boyce Stradley 46 charter pilot. WSOC News Director Carroll McGaughey said the station would post bond for the two white men.
Havana withheld comment on reports of up to 1000 anti Castro forces landing on Cuba s northeast coast and opening a second front in Oriente Province. Officials denied information while exile sources said refugees operate near Sierra Cristal about 50 miles north of Santiago.
House Speaker Sam Rayburn warned unemployment is at its most urgent level since the 1930s as he spoke after a conference with President Kennedy in Washington.
The Soviet government withdraws recognition of Dag Hammarskjold as UN secretary general and demands all foreign troops leave the Congo within one month. Tass calls for censure of Belgium over Lumumba’s slaying and the arrest and trial of Tshombe, Mobutu. Russia states it will disarm Congolese forces and arrest Lumumba’s slayers.

In Brunswick County Virginia an overflow crowd delayed a court hearing for itinerant carnival couple Kenneth and Carol Dudley charged with neglect in the death of their eight year old daughter Carol Ann Dudley. The case may proceed in circuit court or juvenile court depending on charges. The body was found in a wooded area off U S 1 after the girl died in a car. The couple admitted giving away four other children years ago. Two older children live with relatives, others are missing. Sheriff Hill launched a regional search for the four missing children.

Demonstrators across Moscow Cairo London and Rome protested the killing of Congolese ex Premier Patrice Lumumba targeting Belgium as former Congo ruler. Police moved in to quell attacks on embassies while U N and Western powers faced criticism for Congo policy. Violent unrest feared in the Congo amid accusations of foreign involvement.
Yugoslavia urged the UN Security Council to order an urgent investigation into Patrice Lumumba's death. Foreign Minister Koca Popovic named Katanga leaders Moise Tshombe Mobutu and Kasavubu as responsible and called for disarming their forces and Belgian withdrawal. The move aligns with Soviet allies seeking accountability and Congo crisis actions.
