Washington officials believe Russia’s withdrawal will not threaten the Allied or U.S. war effort. They say the Western line will hold against any German force, and 1,500,000 German prisoners freed from Russia pose little danger as they cannot be quickly trained.
A large meeting of city merchants is held this evening to hear a report from a committee on curtailing expenses tied to delivery systems. The High Point association urges every merchant to attend as the local food administrator Carter Dalton outlines laws governing food sales and other items are discussed.
Washington reports Fuel Administrator Garfield is expected to rescind tonight the heatless Monday order after talks with Director General McAdoo. He says railway embargoes would better manage fuel and transport amid snow impacts while coal supply reaches priority consumers.
Senator James announced in Washington that he will speak on America and her national defense in the senate on Thursday. The speech will respond to Senators Hitchcock and Wadsworth who recently urged a war cabinet and directors of munitions.

Farmers paying $75.50 per ton will owe only freight from entry. The US Department of Agriculture bought 100000 tons in Chile for delivery via Farm Bureau channels with applications now open. Shipments will arrive at Savannah Charleston Wilmington and Baltimore.
