Emergency Legislation For Public Employment Steps Forward
Thirty senators from both parties back a federally funded public service employment measure aimed at easing a looming jobs crisis. The program would fade out when unemployment stays at or below 4 percent for three consecutive months, with states and public agencies to run jobs funded by federal money. First year up to 750 million, second year up to 1 billion, expected to employ about 225 000 then 300 000 people at minimum wage, though it would not solve the 4 million unemployed. Youth unemployment, representing about half the jobless, argues for targeted use of funds to create work for young people.
New Higher Education Promotes National Service and Reform
Dr Amitai Etzioni of Columbia University urges a restructured higher education to align with societal needs. He proposes one year of national service for youths, a split between teaching and research, repurposing 200 research universities, 2000 teaching colleges, removal of applied science from universities, and reduced undergraduate training to two years with open enrollment for high school graduates.
