Italian Amnesty International reports Yugoslav writer Mihajlo Mihajlov is dying in Sremska Mitrovica prison after a hunger strike begun in December. Mihajlov, jailed since 1963 and 1965 for writings deemed anti communist, is serving a seven year sentence for anti Yugoslav propaganda.
The GAO proposes stopping or limiting desertion hunts, urging the Defense Department to discharge deserters in absentia after a set period or delay aggressive captures. It notes most deserters are discharged anyway and finds no proof that criminal labeling deters others. The report covers 1975 76 deserter figures and costs, and excludes Carter era pardon issues.
The Senate Government Operations Committee recommends the United States withdraw from or oppose international organizations misused to promote political causes such as the Palestine Liberation Organization. It cites over $1 billion in 1976 support to about 65 groups and notes effects on coffee prices beaches and airline safety.
