President Kennedy urged Congress to enact a five year 5.7 billion education aid program with loans grants and scholarships across all levels. He excluded church schools arguing against church state separation and pushed for funding for classroom construction teacher salaries and higher education facilities and scholarships.
Washington AP reports the Army will release an undisclosed number of reservists wrongly called to active duty during the Berlin mobilization. Many were kept in the ready Reserve past the eight year obligation due to policy errors. McNamara declined to offer a return date for the 156,000 reservists mobilized last fall.
In Oran, a 30-man OAS raid blanketed the city with a pirate edition of Echo d Oran. The masked group recast the issue with a banner special edition declaring the OAS will win. Ex Gen Edmond Jouhaud speech was broadcast in the pirate issue.
During a speech by the U S Attorney General he was disrupted by the Zengakuren group. Kennedy invited spokesman Tachiya to the platform for a debate. The Zengakuren led the 1960 riots that blocked Eisenhower’s planned visit to Japan.
Four people die and several are injured when a blast hits the Ville de Bordeaux off Bône Algeria as a car bomb hidden aboard detonates. The French Line ship was lifting anchor with riot police aboard en route to Marseille. Fire crews battled a fire in a hold and dockside chaos followed.
The Rev. David Andrews 37 a Methodist minister appears before the Methodist Inter-conference Commission in Greensboro N C to decide if he must resign as director of the Wesley Foundation at Appalachian State College Boone The foundation requested his discharge or transfer. Andrews was arrested three times last December protesting at the White House while seeking clemency for Morton Sobell in a 30 year espionage sentence.
Senate Democratic Leader Mike Mansfield voiced strong support for a new urban affairs department after a White House breakfast with President Kennedy. He criticized Republican Nelson Rockefeller for calling the move political fakery and said Senate approval chances looked favorable with a vote likely between February 14 and 19.
The North Carolina Supreme Court heard arguments on whether the state should elect a lieutenant governor this year. State Sen. J. Max Thomas and attorneys Irving Carlyle and Floyd Crouse argued for filling the late H Cloyd Philpott’s seat, while Ralph Moody urged the office remain vacant for the remainder of the term.
CHICAGO AP Four men were charged with aggravated kidnapping and armed robbery in the abduction of a South Side businessman's wife and their two teenagers. Irving Chanenson 43 reported paying 4600 to ransom his wife Gloria 41 and his children Eileen 18 and Larry 14 after gunmen invaded their home. Four held on charges were Robert Hall 28 William Evans 30 Joseph Dear 19 Awles Robinson 27. Two thousand three hundred of the ransom was recovered. The family were held briefly at an unheated apartment before the payoff and release unharmed. Penalties range from one year to death.
Washington AP report notes George W. Romney may loom as a Wendell Willkie style Republican candidate if he wins Michigan governor seat. Mc efficiency and moderate stance cited as Romney’s appeal to Republicans. party leaders say 1964 nomination hinges on Michigan election results and congressional outcomes.
Thousands of Waseda University students greeted Robert F. Kennedy with cheers but a smaller group of hard core Communists heckled and forced the U S attorney general to speak amid turmoil. Kennedy and Ethel remained composed as police escorted him inside the hall.
New York AP report notes millionaire William Black urged the wealthy to give away most of their wealth while alive to support causes. He warned large inheritances harm incentive and joked about a wife favored by hand kissing experts. Black spoke at the Columbia Presbyterian Medical Center site where his $5 million donation funds the William Black Medical Research Building.
Moscow officials called a Moscow rumor of an assassination attempt on Premier Khrushchev provocatively false and baseless.
