President Johnson asked Congress to fund new education initiatives including a Stay in School program costing about 30 million dollars in the first year. He acknowledged cuts to some education programs but urged protecting urgent efforts to prevent dropouts and raise high school graduation rates.
The Johnson administration proposed a tax on American tourist spending abroad over seven dollars per day to curb outflow of dollars by 500 million. It would extend the 5 percent air ticket tax to foreign and water travel outside the hemisphere and impose a 15 percent to 30 percent rate on excess daily expenditures through Oct 1, 1969.
