Senate debate over Viet Nam policy shows doves and softer versus tougher voices asking for clearer U S policy. Fulbright questions legal bases and warns of open ended commitment while Johnson asserts full authority as commander in chief and Congress could deny funding or approval.
A Blue Ribbon Commission urged a federal guaranteed income for every American family and an employer of last resort program. The 210 page report calls for 500 000 jobs in year one at about 2 billion and two years of free education after high school with housing and mortgage supports, backed by IBM's Thomas Watson Jr. and UAW's Walter Reuther.
The Northeast faces a protracted drought since 1961 linked to odd jet stream patterns. Weather officials see little relief soon as the jet stream shifts south and then across the nation, reducing rain and snow in New York City and surrounding areas while the Midwest sees more moisture and better crops.
The ESSA 1 weather satellite launched from Cape Kennedy at 2 41 am EST aboard a Delta rocket to begin the first full time worldwide weather surveillance program. Initial data indicated it reached a near circular 460 mile high orbit.
A school bus and a rock truck collided at a rural Brooksville intersection. Authorities said the bus driver died and several students were injured, with emergency crews rushing to the scene to transport the injured.
A sheriff's dispatcher says four people are dead and more may follow after a school bus collided with a truck at the State 41 and U.S. 98 intersection, overturning. Several injured were taken to a hospital. Sheriff Sim Laman notes the bus carried junior and senior high students. The crash occurred about six miles east of Brooksville, about 40 miles north of Tampa.
Allied spokesmen say Operation Masher killed 707 North Vietnamese troops in the Bong Son coastal lowlands near Saigon, with U.S. 1st Cavalry Division units and air support aiding the effort. Reports note some enemy captures and American losses as fighting continued across multiple pockets, including Tuy Hoa.
The Senate Foreign Relations Committee plans 8:30 am Friday hearings on U S Viet Nam policy with criticism of the bombing resumed. Chairman Fulbright says sessions will continue into next Friday if needed and another 6:30 pm session is planned after day end.
National guardsmen with heavy equipment are on standby in North Carolina to move into snow clogged counties in the northwest if needed. Governor Dan Moore said no emergency exists but alert levels are in place. 175 to 200 road crews are clearing the region with 31 state and 40 private rental units operating in Ashe Avery Alleghany Watauga Wilkes Surry and Yadkin counties. High winds were blowing snow back onto plowed roads delaying progress.
