Norfolks officials wrestle with what to do with the German prize liner Appam and its 40 prisoners. Washington to decide if she stays as a prize or ships out, while security and landing rights remain hotly debated.
If skies clear, High Point residents and the nation may witness a sun eclipse on Thursday morning. The event starts about 10:05 a.m. Washington time and ends around 12:15 p.m. The moon blocks about one third of the sun. smoked glass advised for viewing.
Pilot Carroll B. Foster relays Captain Harrison’s version of the Appam seizure near Old Point Comfort Virginia. The German prize crew used a false foredeck and heavy guns to overpower the liner, disarm passengers and crew, and maintain radio silence while sailing toward England. Food and water were scarce aboard.
Washington reports state department says if Appam is held as a prize the 1828 Prussian American treaty governs more than The Hague convention. Germany may take her outside the three mile limit and sink if viewed as prize. Neutrality board and Secretary Lansing weigh treaty provisions and British request for release under The Hague Article 21.
The report notes an Appam vessel carrying about 500000 pounds. Details continue on page four.
A Bucharest newspaper reports Greece and Romania have signed a dual neutrality agreement. The news comes via Rome based reports dated February 2.

Relief parties begin systematic search of flooded southeast Arkansas after the Arkansas River breaks at Cummins and Douglas. Five breaks threaten 100000 acres of farms and numerous towns across six counties, with hundreds marooned and short supplies as steamer and boat efforts struggle in darkness.
Reports from Greensboro court actions include Clarence Haynes pleading guilty to a prohibition violation after being bound over on intent to sell whisky found in two suitcases. Edgar Burton faced a mistrial in his related case regarding a missing baby on a train, while Phillip Fennery remains held on an assault charge with May term set. A true bill was returned against Welborn for the murder of John Christian.
Halifax Feb 2 The Japanese liner Takata-Maru and the French American vessel Silver Shell collided. By 4 a m both ships were afloat but the Silver Shell reported heavy damage and feared the Takata-Maru had sunk. No crew signs from the Japanese liner were found.
In Des Moines the president urged Americans not to accept only pro forma protests as belligerents breach international law. He warned against war supporters and called for national honor, peace, and a future international tribunal to settle disputes. The coliseum overflowed with thunderous applause as he spoke.
The Federal Trade Commission will issue in coming days a series of rulings defining unfair competition. The 40 cases studied under the agency's power to curb unfair trade will be clarified, with many disputes settled previously without formal action or continued litigation against respondents.
President Wilson reached the westernmost point of his national preparedness tour at Topeka Kansas. Elaborate arrangements planned a 10 o'clock meet and entertain him during the stay. He was to speak at the auditorium this afternoon with an overflow gathering to follow.
