Singapore faces a prolonged stand as British troops abandon the Malay mainland and fortify the island. General A. E. Penalty for not buying is $25 fine or 30 days jail. misdisplay carries $25. Stamp sales are at about 7,000 post offices and receipts go to a monthly fund.
Washington sources say the government may supply tobacco for soldiers using lend-lease funds after a surprise discovery that all tobacco exported to Britain for civilian or military use is paid from lend-lease. A $600,000 contract for several blends will be stored at ports to stock Royal Navy ships. England seeks processing plants and cash or ships for purchases in Turkey India and Egypt. Capitol Hill considers subsidizing the effort with government funds. Co C C handles all UK transactions except Canada.
Second mate Melvin Hays of Baltimore aboard the Pan Maine describes a drifting orange crate that prompted him to spot a submarine periscope crossing their course on Jan. 27. He sounded alarms, changed course, and ordered engine and bridge actions as radio SOS and SSS signals crackled from the crew.
SAN FRANCISCO January 31 The navy commissioned an airship patrol squadron on Moffett Field as a base for blimps on San Francisco Bay. By year end the Pacific coast is to be under airship patrol to aid bombing planes and destroyers. Some non rigid dirigibles entered service immediately. After April 15 the navy will take over Moffett Field, currently headquarters of the army West Coast air corps training center, to be moved to another location.
Chinese reports say Japanese attacks were repelled in a fierce fight for Waichow, the river port east of Canton, about 40 miles north of Hongkong, as Chinese forces retook Po-kaco. North of it Kiangsi Province sees Chinese troops holding ground under heavy assault near Nanchang.
Mrs Franklin D Roosevelt told a Southern Post War Planning Conference at the University of North Carolina that the post war world will be exciting and full of ventures, with no risk of intellectual stagnation. She urged active problem solving and noted other nations will face larger challenges. The First Lady spoke to about 150 delegates from 40 colleges, joined by Publisher Josephus Daniels and Mrs Daniels, and attended multiple conference events including a campus defense discussion and a national broadcast, ending with a birthday ball in Lenoir Hall.
AP reports Moulmein fell to Japanese forces at dawn trapping British defenses on the Salween west bank. The withdrawal marks the first major line of resistance near Rangoon, with observers saying the Salween defenses may prove tougher for the invaders.
General MacArthur said U S forces have been holding off Japan while taking prisoners after a 48 hour lull. He noted sporadic fighting and rebuffs of infiltrations on the Bataan defense, with no air activity or major enemy action recently. He cited earlier violations of prisoner of war conventions and described the case of Filipino scout Ferdinand Tan found murdered.
The Navy Department announced a plan to produce 30 000 pilots annually in what it called the greatest aviation training program in naval history. Four large universities will be repurposed and rented by the Navy for the war, with training to begin by May 1 or earlier, admitting over 2 500 aviation cadets monthly. The boot camp includes a three month strenuous toughening process with long marches and hard labor.

Dutch demolition crews raced to destroy vital points to hinder an invasion while church and school were wrecked and a radio station damaged with no casualties reported.
