Minister Keeps Capitol Vigil
W L Neal a 51 year old former Methodist minister has kept vigil on the State House steps in sub freezing weather for 10 days. He renewed his vow to stay until a special legislative session is called to address lowering utility bills by dropping a 4 percent sales tax. Neal met with Gov Edwards who would not call lawmakers back before the 1978 session. He urged legislators to come to Columbia at their own expense and supported by observers from across the state. He wept at a news conference, reading the Lord’s Prayer and fasting while appealing for action before the regular session.
