Victims of Crime Act Proposal Gains Senate Backing
A bipartisan effort to pay federal compensation to victims of violent crime advances in the Senate. The act would create a three member board to award up to 50000 for medical bills lost earnings and funeral costs with need-based limits and would cover the District of Columbia national parks forests Indian reservations and transportation venues. The bill also proposes federal cost sharing for state programs to encourage nationwide adoption within years and adds a 50000 death benefit for police fire and prison staff killed in the line of duty.

Defense Secretary Melvin R. Laird said a three month pause in the draft may suffice if the new pay raise spurs volunteers. He cautioned against predicting 1972 draft calls due to pay boosts and Army reductions to 892,000, which could affect manpower needs in an election year.

State Board of Education Chairman Dallas Herring says NC is ahead of the nation in meeting court tests on school financing. He notes NC uses a state system where money follows the children and four times as much is spent by the state as by local districts, with the federal share about one sixth. He warns that NC could face suits over district supplements and per pupil spending variability.
