President Harding Blocks Borah Plan in Senate Debate
President Harding asked the Senate to refrain from adopting Senator Borah's international economic conference proposal, arguing a formal move could embarrass him in ongoing negotiations. He sent a letter to Senator Lodge noting the action might mislead European powers and urged Congress to aid by freeing the allied debt commission's hands. Senator McNary then spoke for Borah, framing the plan as helping American farmers by restoring Europe and boosting European purchases.
