Gag Rule Backed for Debate in 1949 North Carolina House
North Carolina legislators prepare for a heated debate on the gag rule when the 1949 assembly convenes January 5. Representative John W. Umstead predicts a bid to replace two thirds with a majority vote in house rules to allow freer action and argues the rule undemocratic though supporters say it speeds work.
