President elect Carter completes his Cabinet by naming Joseph Califano Jr. to head the Department of Health Education and Welfare. He also appoints James R. Schlesinger as energy czar and Theodore Sorensen to a top intelligence post.

North Carolina Transportation Secretary Perry Greene dismissed Troopers R P Williams and D H Matthews for firing at the Granville County roadblock where Virginia Trooper Garland Fisher was killed. Four others, Maj. G D Russell Lt. W E Pickard and Sergeants S S Bailey R E Evans were demoted for failures in command. Reuben Conley was charged with murder. Fisher died from gunshot wounds after the roadblock incident.
Durham police probe a string of sniper shootings after former newspaper editor Herbert C. Bradshaw, 68, was killed at his kitchen sink. Earlier shootings claimed Herbert Medlin, 26, and wounded a gas station attendant and a pedestrian. Bradshaw had worked 24 years at the Durham Morning Herald and later served as contributing editor of the Winston-Salem Journal.
