Formal Move Unlikely U S Commanders Will Make Decision
In Austin Texas the White House said any Christmas pause in bombings of North Vietnam would be decided in Saigon not by President Johnson. Officials stressed the matter rests with Saigon and with State Department statements about firing and possible truces. Reports said the U S and South Vietnam planned a 24 hour lull if Communists did not attack, potentially covering bombing north and ground and air actions in the south. Public officials declined to discuss speculative developments.
